The link between your demand planning and your EMS network

OEMs that manufacture through multiple EMS partners face a recurring operational problem: PCB sourcing fragments across the contract manufacturer network. Each EMS orders independently, lead times vary across sites, and any change in how the OEM allocates volume between contract manufacturers — a quarterly rebalance, a new product launch, a capacity shift — propagates into stockouts at one location and excess inventory at another.

Most of these incidents are not EMS failures or OEM planning failures. They are the predictable consequence of having no actor sitting between the OEM’s demand decisions and the EMS network’s execution.

Aspocomp positions itself in that gap. We hold the PCB supply commitment centrally — based on the OEM’s forecast and allocation plan — and flex deliveries across EMS sites as allocations shift. The EMS partners receive PCBs against their consumption; the OEM retains full control over volume allocation; neither side needs to change their existing operational setup.

Where this model fits

The OEM-and-EMS-network pattern is common in three situations specifically:

  • Multi-region manufacturing — when an OEM uses different EMS partners in different geographies to serve regional demand or meet country-of-origin requirements.
  • Cost-driven dual sourcing — when the OEM splits volume between two or more EMS partners to maintain price tension or supply chain redundancy.
  • Lifecycle handover — when a product moves from one EMS partner to another (typically as volumes grow or a program matures), and the PCB supply needs to follow the transition without re-tooling on the supplier side.

In all three patterns, the PCB-level operational coordination is normally invisible until something breaks. The model below makes it visible and managed.

 

How the model works in practice

Central forecast, distributed delivery

The OEM provides a rolling forecast of total PCB demand by part number. Aspocomp commits production capacity against the forecast — not against any single EMS site’s purchase orders. Deliveries are then released to individual EMS partners based on their actual consumption and the OEM’s current allocation decisions.

Allocation changes absorbed without supplier churn

When the OEM reallocates volume between EMS partners — for example, shifting 30% of a product from EMS site A to site B — the PCB supply follows the decision. The EMS partners do not need to qualify new PCB suppliers, transfer tooling or renegotiate terms. The change is operational, not contractual.

EMS partners as delivery endpoints, not contract counterparties

In the most common version of this model, Aspocomp’s contract is with the OEM, and EMS partners are delivery endpoints under that contract. Each EMS site sees consistent delivery, consistent quality documentation and consistent technical support — but the commercial relationship sits with the OEM that controls the allocation.

This is the most common structure. Variations — where Aspocomp contracts directly with individual EMS partners under an OEM framework agreement — are also supported.

 

Logistics models we operate

The structure above can be combined with any of the following delivery models, depending on the operational reality at each EMS site:

Consignment stock

Consignment stock: PCBs held physically at the EMS site (or a designated 3PL) but invoiced only on consumption. Removes finished-goods PCB inventory from the OEM’s balance sheet. Best for: stable demand at a given EMS site, well-defined product portfolios, sites where stockouts directly halt production.

Kanban replenishment

Kanban: Pull-based replenishment triggered by consumption signals from the EMS site. Suited to stable demand with well-known cycle times. Requires forecast stability and a defined signal mechanism agreed jointly.

Scheduled call-off against blanket order

Scheduled call-off: A blanket order with pre-agreed delivery schedule across the EMS network. Volumes locked, pricing locked, individual call-offs trigger production and shipment to the relevant EMS site. Suited to predictable demand and price-sensitive volume work.

EMS allocation flexibility

The OEM can rebalance volume between EMS partners without triggering supply chain rework. The PCB supply absorbs the decision rather than constraining it.

Inventory holding cost

Consignment moves PCB inventory off the OEM’s balance sheet — and avoids the duplication that occurs when each EMS holds its own safety stock against the same demand. For programs running 20–30% inventory carrying cost, this is often the largest single saving.

Stockout exposure

Buffer stock held under our control absorbs the lead-time variability that drives most stockouts. EMS sites do not need to self-insure with excess stock.

Coordination overhead

A single supply agreement replaces 3–5 parallel PCB supplier relationships across the EMS network. Quoting, ordering, tracking and exception handling consolidate into one process.

 

Case example

Logistics case

Customer: European industrial automation OEM manufacturing through three EMS partners across the EU 
Situation: Each EMS partner sourced PCBs independently, with different suppliers in some cases. When the OEM rebalanced volume between the EMS partners in response to a new product launch, the existing PCB supply at one site became excess while another site faced a six-week supply gap that delayed the launch. The OEM was effectively absorbing both an inventory write-down and a launch delay from the same allocation decision. 
What we proposed: A centralized PCB supply agreement with the OEM, with deliveries to each EMS site against consumption. Consignment stock at two of the three sites; scheduled call-off at the third. Quarterly review against the rolling forecast and the OEM’s current allocation plan. 
Outcome over 18 months: Stock turn improved across the EMS network. Inventory write-downs from allocation changes were eliminated. The OEM made two further volume reallocations during the period with no supply impact on either receiving EMS site. Total cost of PCB ownership reduced by approximately 15% through lower inventory holding and consolidated freight.

 

What a supply chain review covers

Frequently asked questions

Can you operate alongside our existing EMS partners?

Yes — this is the typical setup. The EMS partners continue their existing operational role; Aspocomp provides PCB supply against the OEM’s consolidated forecast and allocation plan. No change is needed in the EMS partners’ own supplier qualification, manufacturing process or commercial setup.

How does this work when we have multiple contract manufacturers in different regions?

Multi-region EMS networks are the most common case for this model. We coordinate deliveries to each EMS site from the production location that best fits the region — typically Oulu for European EMS sites, our Asian partner network for Asian EMS sites. Quality documentation and account management remain consistent across the network.

Who is the contractual counterparty — the OEM or the EMS partners?

In the most common setup, the contract is between the OEM and Aspocomp, with EMS partners as delivery endpoints. Variations — direct contracts between Aspocomp and individual EMS partners under an OEM framework agreement — are also supported when commercial circumstances require it.

What happens if we reallocate volume between EMS partners mid-cycle?

This is the case the model is designed for. Reallocation decisions are absorbed into the next delivery cycle without requiring requalification or supplier change at the receiving EMS partner. We handle the supply-side coordination so the OEM can make the allocation decision on commercial or operational grounds, not on supply chain grounds.

What systems integration do you support?

Customer portal access for stock and order visibility, and consumption reporting in formats agreed jointly with the OEM and EMS partners. The exact integration scope is defined per engagement.

How long does it take to implement a centralized agreement?

Typical implementation is 8–16 weeks from contract signature to operational handover, depending on the number of EMS sites, number of SKUs and initial stock build requirements.

Who owns the consignment stock?

Aspocomp owns the inventory until consumption. Title transfers at consumption (or at agreed periodic billing points). The EMS partner is responsible for storage, security and stock count accuracy at the consignment location.

Do you provide AS9100-compliant warehousing for aerospace programs?

Yes. AS9100 traceability extends through warehousing across the EMS network, including lot-level tracking, controlled storage conditions and documented chain of custody.

How is obsolescence managed in long-lifecycle programs?

For programs running 5+ years, we proactively monitor laminate and component availability, advise on last-time-buy timing for materials approaching end-of-life, and support transition planning to alternative materials before the original becomes unavailable.
